Norm's Notes: Failed Tests

Univ of Chicago Economist Derek Neal: measuring teacher performance based on student scores is like household cleaner that?s also a dessert topping;

Neal, a professor in economics and the Committee on Education, insists it?s a ?logical impossibility? that standardized tests, as they?re most often administered, could assess both teachers and students without compromising teacher integrity, student learning, or both.

Linking teacher merit pay to standardized-test scores compromises learning and creates incentives to cheat.
The concept of measuring teacher performance based on student standardized-test scores reminds Derek Neal of the 1970s Saturday Night Live commercial parody about the household cleaner that?s also a dessert topping. ?I call this Shimmer floor wax and education policy,? he says, summing up what he considers the ridiculous linking of those two metrics, a practice that has become increasingly common in the era of No Child Left Behind.
In October the Wall Street Journal reported that 23 states and the District of Columbia use test scores, at least in part, to evaluate teachers. Eleven states use those results to determine tenure. The trend represents a shift away from decades of teacher compensation and job security based on seniority or education level with minimal attention to student performance. The $4.35 billion federal Race to the Top program instituted in 2009 accelerated the shift, granting funds based on result-oriented teacher evaluations, often focused on test scores.
Neal, a professor in economics and the Committee on Education, insists it?s a ?logical impossibility? that standardized tests, as they?re most often administered, could assess both teachers and students without compromising teacher integrity, student learning, or both. ?The idea is that we want faculty held accountable for what students learn, so the tool that we use to measure what students learn is the tool that we should use to hold faculty accountable,? Neal says. ?It?s all rhetorically very pleasing, but it has nothing to do with the economics of how you design incentive systems.?
For standardized tests to show a correlation between student scores and teacher performance, they must be comparable from year to year and, therefore, predictable. ?Any test that is very predictable will fail the requirement of being well designed for use in an incentives system,? Neal says, ?because if it?s predictable, there will necessarily be a hidden action?which is, find a way to get a copy of the test and have [students] memorize the answers.?
Other types of what he calls ?funny business? point to the disproportionate importance placed on testing. A 2005 study reported that Virginia educators increased the sugar content of school meals served on exam days because low glucose levels have been associated with poor scores. Some teachers have gone to the extreme of committing fraud. Steven Levitt, the William B. Ogden distinguished service professor of economics, and Brian A. Jacob, PhD?01, uncovered evidence that from 1993 to 2000 some Chicago Public Schools teachers changed student answers on standardized tests before submitting them.
Neal?s research suggests that, whether teachers use honest or nefarious methods, using the same test to measure professional competence and student achievement fails both objectives. In a 2011 National Bureau of Economic Research working paper, ?The Design of Performance Pay in Education,? he finds that even when test scores improve?as they often do when teachers have a stake in the results?the growth tends to reflect mastery of test-taking techniques as opposed to the subject matter itself. Neal?s paper reviews studies from Kenya, Israel, Portugal, England, and throughout the United States. In that worldwide data, he says, ?I see very weak evidence that the movement toward assessment-based accountability has increased real skill levels rather than test-taking skill levels.?
When they?re evaluated on student scores, teachers are motivated to focus on tactics specific to a test. Neal cites a 2002 Journal of Human Resources paper by Harvard professor Dan Koretz describing a Kentucky school district?s standardized-test results. Third graders performed at a fourth-grade math level?until the district switched testing companies. ?They ordered a test that was supposed to cover the exact same curriculum, but they ordered it from a different company,? Neal said in a 2010 lecture. With a rueful laugh, he added, ?Lo and behold, they weren?t as special anymore.?
Over time results on the new test rebounded to the levels achieved on the previous one, but when Koretz gave the first company?s exam to a subset of students who had prepared for the second version, the results dropped again. ?The results don?t always turn out this starkly,? Neal says, ?but it?s clear there?s a lot of evidence out there that when you put in these high-stakes programs, you get gains that are specific to a type of assessment.?
Despite the nodding heads he sees during presentations to policy audiences, Neal senses little momentum for the wholesale change he considers necessary. He advocates designing tests that do not repeat questions or formats from year to year and limiting multiple-choice problems to avoid spending class time on tactics such as when to guess or ignore questions.
Neal also argues that teachers should not be evaluated as a monolithic whole as if, for example, all the fifth-grade math teachers do the same job. ?I think there are a lot of people in the policy community that want to say that?s exactly the case,? he says, ?and I think that?s stupid.? Because suburban and inner-city schools?or honors and remedial classes?have students with different backgrounds and skill levels, Neal says that teachers should be judged according to ?appropriately defined comparison sets.? Within those comparison sets, salary bonuses can be more fairly distributed. He proposes a ?pay for percentile? plan outlined in a 2011 paper written with Gadi Barlevy of the Federal Reserve Bank of Chicago. Software that Neal developed and offers for free allows students to be classified according to academic history and demographic factors. How well those students fare within their groups then determines a teacher?s relative performance and merit pay.
To Neal?s frustration, changes of that magnitude seldom enter the public debate. Instead discussion tends to focus on nips and tucks to No Child Left Behind and fine-tuning test design rather than reforming the process to remove the inherent temptations on teachers. ?I?m arguing, no,? Neal says, ?you?ve got to junk it and start over.?

WikiLeaks publishes Stratfor e-mails. What's in them?

An initial survey of the Stratfor e-mails published so far on the WikiLeaks website reveals not so much a corporate CIA as a geopolitical version of the comedy 'The Office.'

WikiLeaks says Stratfor is a corporate CIA ? a shadowy firm that vacuums up intelligence from the top levels of governments around the globe. WikiLeaks founder Julian Assange says that?s why his anti-secrecy group on Monday began releasing a trove of confidential Stratfor e-mails.

Stratfor has paid off informants, monitored activist groups on behalf of multinationals, and invested cash based on its intelligence findings, charged Mr. Assange during an appearance at London?s Frontline Club.

?What we have discovered is a company that is a private intelligence Enron,? said Assange, referring to the Texas energy giant that became a byword for corporate wrongdoing.

WikiLeaks is working with a network of international media organizations to organize and publish the e-mails, whose provenance remains unclear. It?s possible that explosive findings are yet to come. But an initial survey of the e-mails published so far on WikiLeaks's own website reveals not so much a corporate Central Intelligence Agency as a geopolitical version of the comedy ?The Office,? complete with lunch theft, ribald interoffice accusations, jokes about interns, and unsubstantiated blather about world politics.

The e-mails also contain names, contact numbers, and internal passwords of dozens of clients and contacts ? just the sort of non-vetted personal information that WikiLeaks has been criticized for publishing in the past.

The tortellini caper

One e-mail chain released by WikiLeaks involves the theft of a bowl of pesto tortellini from a refrigerator in Statfor?s Austin, Texas, office. The perpetrator owns up to what he terms a mistake in food identification, but not before dispensing an intel-world homily: ?Admit nothing, deny everything, and make counter-accusations.?

Spying for Coca-Cola

The e-mails do reveal some clear examples of intelligence gathering on behalf of corporate clients. Among these was Coca-Cola, which prior to the 2010 Vancouver Olympics was apparently worried about the animal rights group PETA, for some reason.

A Coke manager sent Stratfor a list of questions it wanted answered at a private briefing, including how active PETA was in Canada, what its methods were, and whether PETA had links to other activist groups. The threat to a soda firm from PETA remained unclear.

Criminality of British soccer teams

Other e-mails released include long lists of guidance ? topics that Stratfor wished its analysts to cover. Organized by region, they were generally hortatory yet bland. A section on Eurasian economics, for instance, reminded that ?bankruptcies and bank bailouts are important.?

Yet within these e-mails are occasional statements that perhaps bear further investigation. In a section on Britain written in 2009, for example, Stratfor urges close attention to who is buying the nation?s soccer teams.

?May seem silly, but European soccer leagues are avenues for money laundering. Good to know who is laundering what money,? states the e-mail.

Another section in that same 2009 e-mail notes that the Balkans is rife with organized crime, or ?OC.? About the small Balkans nation of Montenegro, the e-mail makes the startling charge that ?the entire country is OC, including the government.?

Stratfor equals Kremlin

Time wasting in the corporate world can take many forms, from unnecessary meetings to office basketball pools. At one point, the Stratfor staff engaged in a hearty round of ?Stratfor?s Kremlin Model,? in which they discussed who among them was equivalent to which official in Vladimir Putin?s Kremlin.

While undoubtedly learned, this discussion may have contributed just as much to the firm?s bottom line as would an interoffice Angry Birds tournament.

Stratfor itself has said the messages appear to be those stolen by hackers over the Christmas holidays. Beyond that, it will have little to say about the message content.

?Having had our property stolen, we will not be victimized twice by submitting to questioning about them,? said the company Monday in a statement.

Unlock the secretCinema at it's finestHugo is Cinema at it's best, it is the clear depiction and representation of the movie magic. Wonderfully done, and magically involving, Hugo is definitely one of the top films of 2011, and a genuine representation of cinematography.Hugo is initially about a young boy named Hugo (Butterfield) who lives in the clocks of a train station in Paris. Hugo is an orphan and is searching for the missing piece to a robot that he believes has a message from his father. In his mission to fix the broken machine Hugo ends up fixing the lives of other people that like the machine are broken.This is by far one of Scorsese's best film. In all honesty, I really despised the movie at first from prejudgment; however, as I took the risk and decided to watch the film, it was just a couple of seconds into the film that I fell in love with it. Hugo has a profound message for everyone, but especially to those who are deeply in love with Cinema. Scorsese does an excellent job in creating a film that is equally entertaining and educative for those who wish to pursue a career in the movie business. I could never formulate a binary opinion towards Scorsese: at times I didn't like him for films like The Departed, and The Age of Innocence, but at other times I really liked him for films like Taxi Driver and Shutter Island. However, today with the Help of Hugo I have seen that Scorsese really is one of the finest directors of all times. His knowledge towards film, and his dedication are unremarkable, he really is a genius. Hugo, is the perfect award winning film. Not only for Scorsese's amazing direction, but for several other aspects like: acting, score, and visuals. Kingsley, Baron Cohen, and Christopher Lee have always been spectacular actors, therefore it is not them that grab onto the spotlight in this film. It is Asa Butterfield and Chlore Moretz, two young actors who really shine. They have a great future ahead of them for sure.The score in this movie is perfectly soothing to the entire atmosphere. It stands side by side with The Artist here for this category in my opinion.Finally, the Visuals. The Visuals are just wonderful. Unfortunately I didn't get to see this in 3D, but I'm sure they would have been even better. But, the visuals are like some sort of texture, its like you can feel the clockwork. Plus, there are some amazing shots where you can feel your heart beating as though it were controlled by a clockwork. Overall, Hugo is one of the best films of the year. Really unforgettable, like people have been saying, this is Scorsese's magical present to Cinema. Hugo : " I'd imagine the whole world was one big machine. Machines never come with any extra parts, you know. They always come with the exact amount they need. So I figured, if the entire world was one big machine, I couldn't be an extra part. I had to be here for some reason. "

Intel joins the Document Foundation, pimps LibreOffice

You're forgiven if you missed this little blip on the news radar: Intel has joined the advisory board of the Document Foundation and added the coalition's LibreOffice to the AppUp market. What's more, Chipzilla actually worked with SUSE to help optimize the free and open source office suite for Intel hardware and, as part of the advisory board, will be providing the project with significant monetary support. This is good news for fans of LibreOffice, but it's probably not sitting well with Microsoft -- normally Intel's ally and current king of the office suite hill.

Be Seated, Chill, Then Play Soccer!

When you ask a person to take note of among the most physical sporting games these days, the most frequent answer you would get are basketball, soccer, baseball, and football. Apart from the bodily force these games will give a player, what other thing is common among them? They all involve running, and as such, you can sweat significantly!

Now, the exercise and also the idea of excessive sweating all the toxins away from your body are really good. Virtually any trainer or nutritionist would tell you that exercising as well as a healthy diet plan will make you fit and healthy.

Within a few clicks and push, you become a part of the world which was previously off limits for you probably as you are merely not too physical or maybe your health won?t enable you. You can get to play just like your favorite soccer and football players and get involved in these soccer games without breaking a sweat or running right in the comforts of your very own living room

Be kind to your skin and remain out of too much sun.

Nevertheless you don?t really need to deny yourself at the time you truly feel like playing a sport. Just turn on your laptop, log on, and commence this one-of -a-kind experience.

If it's your point is the fact that open space and then the sun are part of any soccer game, again, that is not a worry. Most of these games are so very well made with larger-than-life graphics and sounds that you really wouldn?t even miss the real thing.

So if someone informs you that soccer games are only for the active and physical people, let them know otherwise and prove them completely wrong. Make them change their mind, too, and introduce them to the exciting playing field of online football games.

Education News ? Religious colleges join fight over contraceptives

Lawsuits challenge Obama?s mandate

As Capitol Hill skirmishes over the Obama administration?s contraception mandate, the battle is expanding into courtrooms, with more religious colleges joining a growing wave of lawsuits charging that the requirement for employer insurance to provide free contraception violates religious freedom.

Louisiana College sued the administration over the weekend, and Geneva College will follow suit Tuesday. Both argue that the rule treads on the Constitution and a 1993 federal statute banning laws that interfere with the exercise of religion.

With the new lawsuits, at least a half-dozen organizations are challenging the mandate, escalating a furor the Obama administration tried to quell earlier this month in a move that satisfied some, but left the Catholic Church and other religious leaders fuming.

Catholic institutions, backing their church?s historical stance against artificial contraception, have led the fight, with lawsuits filed by Belmont Abbey College, Priests for Life and EWTN Global Catholic Television Network. But evangelicals have joined the fray as well, since such ?morning-after pills? as Plan B and Ella, which pro-lifers denounce as potential abortifacients, are among the list of contraceptives that insurers must provide.

?That is really what has pushed us across the line,? said Ken Smith, president of Geneva College, a Pennsylvania school with Reformed Presbyterian roots. ?We must cover or provide under our health policies abortion-inducing drugs.?

The Obama administration tried to quell the furor surrounding the contraception mandate by expanding an exemption that churches already enjoy to include religious schools, charities and hospitals, and by requiring insurers to pay for employees? contraception under a separate plan.

Opponents have slammed the proposal as bookkeeping gimmickry and call it a threat to religious liberty regardless of what a church teaches on contraception.

?It doesn?t matter if someone believes in it or not,? said Mike Johnson, a faculty member at Louisiana College, a Southern Baptist school in Pineville, La. ?If they have a sincerely held religious belief, under current law they?re forced to violate it. It really comes down to a matter of religious liberty and not so much distinctions? among religions? teachings.

Mr. Johnson and other opponents also are skeptical of President Obama?s announcement that he would broaden the exemptions ? a promise they say is not backed up in the rule that has been issued. Even if it were, requiring insurers to provide ?free? contraception through separate plans just means that insurers will pass along the costs to employers.

?The coverage isn?t really separate from the employer?s health plan, and it isn?t free,? said Mr. Johnson, who also is arguing his school?s case as an attorney for the Alliance Defense Fund. ?The insurers aren?t going to print money to enable some kind of free coverage. They?re going to pass that along. What [Mr. Obama] said on Feb. 10 really doesn?t solve the problem at all.?

The Alliance Defense Fund filed a brief with a federal court Saturday arguing that the mandate treads on the First Amendment guarantee of the free exercise of religion and violates the 1993 Religious Freedom Restoration Act.

With opponents continuing to call on Mr. Obama to overturn the entire mandate ? and congressional Republicans pushing legislation that would effectively accomplish the same thing ? he hasn?t shown signs of backing down.

The president has said he struck the right balance of protecting religious liberty while ensuring access to free contraception. He also has touted excusing more employers from the mandate and giving nonexempt employers an extra year before they must comply.

On Friday, the administration asked a federal court to dismiss the case brought by Belmont Abbey, saying the case wasn?t ?ripe.? According to the administration, the lawsuit was filed too soon because the mandate doesn?t go into effect until August and will have a one-year grace period after that.

?In the meantime, the enforcement safe harbor will be in effect such that plaintiff ? will not suffer any hardship as a result of its failure to cover contraceptive services,? the administration wrote.

Many Non Profits have a group of dedicated volunteers who have helped the organization for many years. Perhaps business should consider imitating Non Profits. Being dedicated to a service which is provided could transform many businesses.

Imagine the country economy today if the standards of Non-Profits were combined with those of For Profit businesses to the betterment of all!

to hunt for medical attention and voluntarily admitted him self in a psychiatric keep. His months of
keep in the hospital led the pup to meeting backyard garden people. Sick individuals that matter. He met a
catatonic, some sort of mentally retarded, a schizophrenic and so forth. Patch found methods for treating his own
malady and finally realized he needs to get back on track. He woke up one day time realizing that after
the many failure and discomforts he has gone through, he or she still want to end up being the a doctor. He offers with
himself having a positive attitude that added him self improvement and success. He didn?t just improved
himself, but the life of the people around him and the total well being. Did he succeed? Needless
to say, they became the best rattling doctor his country has ever known.

Hence, when does personal development become synonymous with results? Where do we start? Take these
hints, friends.
*Stop thinking and experience as if you?re a failure, because you?re not. How can other folks accept you if YOU
can?t accept YOU?

*When you see hunks and designs on TV, think on self improvement, not personally pitying. Self
acceptance isn?t only about having great slender legs, or perhaps great abs. Give full attention to inner beauty.

*When consumers feel so all the way down and low regarding themselves, help them progress. Don?t go down with them.
They?ll pull you down additional and both of you will find yourself feeling inferior.

*The community is a large place for lessons, not really mistakes. Don?t feel stupid and doomed forever just
because you failed on a science quiz. There?s always a very next time. Make rooms to get self improvement.

*Take things piecemeal. You don?t expect black sheep?s to get goody-two-shoes in just a snap for

plasticcastles: Cancer card ? The Ins and Outs

Cancer card ? does it ever expire?

I have always heard of a ?cancer card?.? Never knew anyone that used it, at least I don?t think.? But guess what,? I AM!!!? Although I have used it, I am not sure if I have used it to its full capacity and I have some questions.

1)????? Is it a real card?? I have talked with some friends and we have decided we should design one.? One that can be laminated.? Any graphic designer out there contact me and we can talk.?

2)????? Is there an expiration date?? Is it based on the ?stage? you are?? How ?sexy? your cancer is? (not really sexy sexy but attractive to the public.? For example, I would say brain cancer is less sexy than breast cancer.? The whole world is fighting breast cancer from Susan Komen to Yoplait.? I am not taking anything away from breast cancer patients, but let?s be honest, how many commercials or campaigns have you seen for brain cancer. I rest my case).

3)????? Is there anyplace where the cancer card should not be used?? Meaning, will it be declined?? And if it is declined, is it a reason to speak to a manager?

4)????? Can you loan the card to someone who is cancer free?? I

So I have answers to all of these questions.? I guess if I didn?t I would be really dumb to ask them in a blog format where no one is there to answer but me?.

REAL CARD - I think it should be a real card.? I really do.? I think it is hard for some people to grasp that just because I may look super duper healthy, I have a creaturein my body and many times have toxins running thru my veins that make me nutty.? So I want a card.? I want to be able to say, look, I am happier than a mini shih tzu on parade, but?I am still fighting a horrible disease that brings down tougher people that me.? I am not going to change looking fabuolous? J just to prove to someone that I may be tired and want to sleep all day.? So abracadabra ? here is my cancer card!? Laminated and everything.? And mine would be pink with sparkles.

EXPIRATION DATE??????????

I was told by friends that I have a year card then it expires.? I say, phoeey.? I don?t think there should be an expiration date.? On the day that the doc can say to me you are cancer free and will be forever, my cancer card is valid and my ?credit? is good.? The reality is for anyone that has anytype of cancer, the thought of never being afraid it is going to come back is non-existent.? It is always ??in the back of your mind.? For me, for my type of cancer, the word remission is not ever spoken.? It is never gone.? I believe that it is dormant (knock on wood) but it is always the pink sparkly elephant in the room.? Therefore, my cancer card never expires.? It?s like a black American express card.? At least I think, the world knows I would never get one of those, although wouldn?t that be fun!

WHO TAKES THE CANCER CARD

I can honestly say that I have never pulled the card and it be denied.? (well creditors, but they are evil and have no soul).? I haven?t used it that much.? At least I don?t think I have.? You would have to ask my friends and family, but I think they will say, ?oh amie, you should use it more!?.? I can think of three instances where I have used it and it has worked like a charm!

1)????? Airlines ? I was flying to Spain with a friend and we couldn?t get seats together.? It is a long flight and I am not the most calm flyer.? So I went up to the counter, tried to look sick, cough, and said I was on chemo, had epilepsy and needed to sit next to my friend in case anything happened?. I felt a little guilty, until we got two seats together with no one sitting next to us and extra legroom.? Um hello, cancer rocks!

2)????? Disneyland ? So I got a pass with a friend.? For Southern Californians it is such a good deal.? You can go almost everyday and its pretty much free!? So there is a way to get a disabled pass.? I have to think it is made for someone in a wheelchair or who has narcolepsy and will fall asleep in line.? But I am impatient and so? we marched our way to City Hall to play the ?card?.? I was super nervous, I?m a little anxious as a rule.? I knew they couldn?t really ask what was wrong with me because of HIPPA but as soon as the Disney chick asked me why I spewed my whole life.? She knew about my foot surgery when I was 13, chemo, radiation, broken ankle, hangnail.? She looked at me like I was insane.? I think she gave me the pass to get me out of the area.? But who cares! Front of the line rocks!? Now I get it everytime.? Still get super nervous, once I leave the City Hall, the nervousness is pales in comparison to the stunned faces as a healthy looking boy and girl move to the front of every line, even Peter Pan!

3)????? Police ? I have only done this once? I swear.? I was driving with a friend to Kansas (don?t ask) and it was 3 in the morning and we were going thru the millionth small town where the speed limit goes from 70 to 30 in a milli-second.? I only slowed to 45 I guess and the cop pulled me over.? Really???? We had been driving for 12 hours and now being pulled over?? So I pulled the card.? I said I was on a road trip because I had just been diagnosed with brain cancer and we were driving longer than I thought and I really wanted to get to our destination.? I had to take my chemo pills?.I know, so evil.? BUT ? no ticket!? Thank you cancer!

So there is my take on the cancer card.? Next time someone you know who has cancer tries to use it, remember what they are going thru and accept it.? It probably is based in some sort of reality and as I always say, who wants to say no to a cancer patient!

Q: Our house was on the market in Massachusetts for 90 days last summer and we took it off the market in October for the winter. We were planning to re-list on March 1st when a family approached us out of the blue about our home. We?ve shown it to them three times, and they were very interested in it. Last night they approached us with a lease-to-purchase proposal. They want to lease (for up to a year), with a non-refundable downpayment. I don?t see any benefit to this arrangement as a seller with the spring season upon us. I?d like your advice on this subject. Thank you.

A: Without seeing the terms in the agreement it is hard to offer any recommendations. Overall, one should not get into a rent-to-own agreement unless you fully understand the potential consequences of your actions. If your intent is to just sell your home, I would suggest to you to not do the rent-to-own agreement and go forward with a standard sale in March.

I am not familiar with your market and what the typical Days On Market is for a property like yours. You might want to check with your Realtor.

In a lease purchase agreement, which is different from a lease option, you will have negotiated the purchase price up front. The deposit funds are non-refundable and the lease payments are higher than normal rentals in your area, of which you will have negotiated a portion of those rents to be applied toward the purchase price as additional down payment with the balloon due at the end of the term, one year in your offer.

You need to have a comfort level with these buyers as to their reason for this versus obtaining financing. It could be their own home is on the market to close within that time frame. It could have something to do with some type of large income due at a later time. I would highly suggest a credit check for your own security.

I have done lease purchases with clients and they have been successful; however, do suggest you consult with an attorney for your own benefit.

Motivation to exercise affects behavior

For many people, the motivation to exercise fluctuates from week to week, and these fluctuations predict whether they will be physically active, according to researchers at Penn State. In an effort to understand how the motivation to exercise is linked to behavior, the researchers examined college students' intentions to be physically active as well as their actual activity levels.

"Many of us set New Year's resolutions to be more physically active, and we expect these resolutions to be stable throughout the year," said David Conroy, professor of kinesiology. "One of the things we see in this study is that from week to week our motivation can change a lot, and these weekly changes in motivation can be destructive to our resolutions."

Conroy and colleagues recruited 33 college students and assessed over a ten-week period both the students' weekly intentions to be physically active and their activity levels. During each of the ten weeks, participants were instructed to log on to a website and to rate their intentions to perform physical activity for the week ahead. To assess physical activity, participants were instructed to wear pedometers each day for the first four weeks.

The team found that for many of the participants, the motivation to exercise fluctuated on a weekly basis, and these fluctuations were linked to their behavior. The results appear in the current issue of the Journal of Sport & Exercise Psychology.

"Our motivation to be physically active changes on a weekly basis because we have so many demands on our time," said Conroy. "Maybe one week we're sick or we have a work deadline -- or, in the case of students, an upcoming exam. But these lapses in motivation really seem to be destructive. Our results suggest that people with consistently strong intentions to exercise have the best chance of actually following through on their intentions, while people with the greatest fluctuations in their motivation have the hardest time using that motivation to regulate their behavior."

According to Amanda Hyde, graduate student in kinesiology, the latter group may still be successful at incorporating physical activity into their lives.

"Maybe the way to get these people to be more physical active isn't necessarily by increasing their motivation" she said, " but rather by changing the way they do things in their lives so exercise automatically fits within their schedule, like walking to work rather than driving or taking the stairs rather than the elevator."

Conroy added that consistency of intentions is not the only thing that matters in predicting whether or not a person will be active. It also matters if it is a weekday or the weekend.

"We saw that people who consistently reported stronger intentions to be active were more active during the week, but then on weekends the pattern flipped for them," said Conroy. "If a person was really motivated during the week, then he or she crashed on the weekend."

Conroy noted that people seem to have different systems that motivate their behavior during the week and on the weekend.

"We speculate that this reflects the fact that college students are in the midst of a transition that significantly increases their autonomy," said Conroy. "They have to manage their time much more effectively during the week because they have so many more demands, such as course schedules, job schedules and extracurricular activities, whereas on the weekends they have more discretionary time that they can choose to spend as they wish. Students may be exhausted from having regulated their behavior and managed their time so carefully during the week that on the weekends they need to recharge their batteries and throw their time management out of the window. If we had done this study with mid-life or older adults, I don't know that we would have seen the exact same pattern."

Regarding New Year's resolutions, Conroy advised that people should focus less on making broad commitments to becoming more active and instead come up with a plan for how they're going to sustain their motivation from one week to the next.

"It is important to pay attention to how we can sustain a high level of motivation and not just let that motivation degrade in response to all the external demands we face," said Conroy

Hungary's Orban aiming for IMF/EU deal (Reuters)

BUDAPEST (Reuters) ? Hungarian Prime Minister Viktor Orban said on Monday he would iron out differences with the European Union and the International Monetary Fund over disputed legislation to secure an aid deal and avoid being shut out of markets.

Orban's government has until Friday to explain how it plans to change its laws on the central bank, the judiciary and a data protection authority that the EU's executive has said threatened the institutions' independence and breached the bloc's rules.

After a string of ratings downgrades to "junk" status and a fall in the forint to record lows in early January, Orban backed down and on Monday reaffirmed his commitment to reach a deal with the IMF/EU and reboot stalled talks on a funding agreement.

"We must fight but we must also do this with common sense and working toward an agreement," Orban told lawmakers in a short speech opening the spring session of parliament.

"We must proceed in this manner in our talks with the EU and the IMF, be it certain issues of central bank regulation, the status of the ombudsman, the law on the judiciary or the financial safety net."

Hungary needs a safety net to rein in borrowing costs and maintain access to market funding as it prepares to roll over nearly 5 billion euros of external debt this year, partly to repay an international loan that saved it from collapse in 2008.

On Monday the forint traded around 290 versus the euro, boosted by the government's pledge to work with the EU, as well as improved market sentiment following parliamentary approval of a Greek austerity package.

Orban also called on parliament, where his ruling centre-right Fidesz party holds a two-thirds majority, to support a new European Union treaty on fiscal union as his government works to mend ties with Brussels after recent legal debates.

DEADLINE

Bence Retvari, state secretary at the Ministry of Justice and Administration, told Reuters earlier on Monday that the government would send its formal reply to the European Commission regarding its disputed laws by a February 17 deadline.

He said if the proposals are accepted in Brussels, which must sign off on any aid package to Hungary, parliament could modify the legislation within two weeks.

Retvari said there were two points in the central bank law over which there was still debate: the text of an oath which the bank's leaders must take and a cap on public sector salaries which also affects central bankers.

"We are ready to agree on both of these issues, on one of them (the text of oath) we see a compromise solution, while we can't see this (for salaries) but we are certain that we will find the solution during the negotiation," Retvari said.

"I don't think it will be all that smooth from now on, but we will be one step forward," said Zoltan Torok, an analyst at Raiffeisen. "There will be some more punches here and there, but we will make progress gradually (towards a deal with IMF)."

Analysts say that even if these issues are resolved, the road to an agreement could be rocky due to the government's unorthodox economic policies and the country's fiscal risks.

The government has pledged to remove large windfall taxes on energy, retail and telecoms firms by 2013, and has also promised to halve its bank tax, the EU's highest.

But a sharp slowdown in the economy could jeopardize this year's budget deficit target of 2.5 percent, and next year looks even more challenging.
